E-governance In India: A Success Or A Failure?

E-Governance in India: a success or a failure? by piru

Electronic Governance or E-governance, a fancy terminology that portrays an image of advanced Nation or capable workforce.

The word is so magical and has the tendency to overpower everything else. But the question that has some more important aspect is: What matters most: Reality or an Image? The article is a sincere effort to make our readers aware of e-governance in India, its aspects and what all are the security norms for it? Which phase it is still in India?

Present Scenario:

India is flourishing, undoubtedly. It is on the track to be renowned as world leader and has the best IT work power globally. Still, India has to go distance to achieve the Herculean task of being an Information and Communication Technology (ICT) enabled and capable Nation.

It is high time that Indians should peep outside the “Indian Shining Syndrome”. The call of the hour is to understand the real meaning of e-governance and its implications. The deep insight in ICT regulations will unveil the hard facts that how we are in resistive modes till now. It is the time when the Government and Indian Bureaucrats need to change their opinions and lay pressure more upon outcomes and services rather than mere ICT procurement.

Required Strategic Developments:

Presently, country needs a service oriented approach that is transparent and supportive in terms of ICT applications and its outcomes. We need to be at receptive end rather than at resistive note. The Government should lend their ears to the novel ideas and should be pro active in implementing effective e-governance policies rather than just computerizing traditional official functions only.

Merely computerizing the functions is of no help to anyone. Rather, it is just the wastage of thousands of crores of public money and UNDP/World Bank grants amount.

The truth becomes more vague in the maze of various reports and surveys, most of which are Government or its agencies/partners “sponsored”. At the International level, India lacks the basic prerequisites of e-governance, i.e. e-readiness, public-governmental interaction, public services, etc and hence mirrors the incompetency of bureaucrat and Government.

Adding to the misery is situation of Indian Government and its Bureaucrats who are more focused upon the image rather than upon the end results. The grassroot level action is missing and hence the benefits of ICT are not reaching to the under privileged and deserving masses due to defective ICT strategies and policies of Indian Government.

What Next?

To imply the e-governance initiatives rightfully, India needs a “virtuous circle” rather than “vicious circle” of defective e-governance. The deeper dive in this mess will show some more horrible results. Reports support the facts that the so called “e-governance experts” in the Bureaucratic and Governmental circles of India do not even know when and how to respond back to urgent and pressing public communications (e-mails).

Loopholes in Implementations:

India is lacking at the basic level of e-governance implications. It lacks the Citizen to Government (C2G) and Government to Citizen (G2C) wings that are the core pillars of not only e-governance but e-commerce as well. The problem is due to “lack of accountability” among the Government Departments. The National E-Governance Plan (NEGP) and E-governance in India have failed to achieve their motives. In short, there is a complete “ICT Failure in India”.

It is surprising that despite these “serious problems” the India Shining image is often portrayed when it come to e-governance in India.

Adding to the misery is reports by Symantec, security research firm that confirms India may emerge as the leader in Malware activities if the cyber security norms are not established for future e-governance initiatives of India. But, this can be a blessing in disguise as failure in implementation of e-governance in India have prevented security holes from being catastrophic.

In 1905, the then Viceroy of India, Lord Curzon, “discovered” Naldehra, about 23 km from Shimla. He is reported to have fallen completely in love with Naldehra and he named one of his daughters after this hill station. Lord Curzon planned and set up India’s highest golf course at Naldehra, Shimla at a height of 2044m. Golf course in Shimlamade India the second country in the world to play golf after the UK. It’s a 9-hole par 68 course and is reputed to be the most challenging one in the country.

The golf course is the principal attraction in Naldehra. The other significant one being the Nag temple, that is, the temple of the Snake God, set bang right in the middle of the golf course. As a matter of fact, Naldehra takes its name from this temple – home or dera of the Snake God. The best time to visit Naldera if you are a golf enthusiast is around July and September when the rains make the turf springy and increase the yardage. Being a hill station, Naldehra is green all year round. There are other things to do – namely take an excursion to woodsy Mashobra, which is 12 km away. Mashobra is famous for its magnificent thick forests of cedar or deodar. Tattapani 30 kms away is famous for its hot sulphur springs.

The American presidential elections attract a great deal of media attention in India compared to any other election in the world. This can be attributed to a couple of reasons. American democracy is second only to India, and the US has a large Indian American population (it has touched a whopping 2 million mark as per the 2000 census). This year’s presidential election is seeing more effort to woo the Indian American community, and several issues related to India have been discussed by both the presidential candidates (unlike in past Presidential elections). This can also be attributed in part to the growing stature of India in the world stage, and India’s increasingly close bilateral relations with US, particularly after the historic Indo-US nuclear deal.

The Indian American voter also has become very conscious of the situation back home in India. There are a few demands as a voter from this segment too. Indian American voter want to see an immigration reform, a geostrategic partnership between the two countries and a viable plan by the United States to help India tackle its public health issues including AIDS.

Let us take a look at the views of the 2 Presidential nominees towards India.

Mc Cain regards India as a powerful democratic nation. He considers it a big responsibility to be a good and reliable ally of fellow democracies. He is of the view that the US has to strengthen global alliances to make a new global compact. In other words he would like to see this league of large democracies to harness the vast influence of the democratic nations of the world (more than 100 of them), and to advance the common values as well as to defend their common interests. He favors inclusion of India in the powerful G-8 at the cost of the exclusion of Russia.

What will this mean for India? The defining feature of the G8 is that it’s the club of the rich and powerful. Countries like India and China between them are home to more than a third of humankind. Many of the issues that the G8 is now highlighting, including the alleviation of poverty and the Carbon Dioxide emissions that contribute to climate change cannot be addressed on the global scenario without the involvement of these two giant nations. The inclusion into the league of G-8 may in the future pave the way for India’s seat in the UN
Security Council. Also McCain is well informed about India’s space programme. He puts India along with countries like Japan, China, Russia and Europe as active players in space exploration.

Obama looks at building a close and strategic alliance with India. India and the United States have both experienced major terrorist attacks, mainly by groups that have similar ideologies and operations like the Al-Qaeda. He has been very critical of the Bush administration’s approach on the war on terrorism. He has continuously believed that Iraq is not - and never was - the main front of the war on terror. He is of the view that there has to be greater focus on Afghanistan and the tribal region of Pakistan, precisely those regions of the world that India faces a great threat. Hence strategic
cooperation with India on national security would be very beneficial. Bruce Reddel, advising Obama on South Asia Policy went to the extent of hinting at a new policy on this region keeping in mind Pakistan’s obsession with India and Kashmir when the new administration comes to office early next year. But whether New Delhi like to have any third party intervention on this issue given the 1971 agreement (which states explicitly that the Kashmir problem should be resolved bilaterally) remains to be seen. Obama’s running mate Biden in an exclusive interview with rediff.com has spoken of how the US and India in the decades to follow would be “the two closest nations in the world”.

On the flip side Obama pledged to halt tax sops to companies that ship jobs overseas. If obama sticks to this promise it will mean trouble ahead for India’s IT industry. India’s software and services exports stood at about $40 billion during the financial year 2008, a growth of 29%, with US as its largest market. However it is commonly believed that US companies need to outsource to be competitive. This implies that outsourcing is likely to continue for some to come.
Obama’s views India’s first space mission “Chandrayaan” as a challenge for the US (given that it happened almost soon after the historic China’s first space walk). He as president of US would want to see to it that the US remains the undisputed leader in space and science technology.

Conclusion, as India, over the years, had emerged as a strong and powerful nation, one sees a bright future for Indo-US bilateral relation in the years to come irrespective of who resides in the White House.
